Guangdong province has pioneered China’s NewSpace frontier with 21 comprehensive measures across seven categories, fostering a full ecosystem from rocket launches and satellite R&D to data services and low-altitude economies. Incentives include 100% R&D tax deductions, international trade rewards, risk-sharing financing, and talent attraction programs. The global NewSpace market, valued at $630 billion in 2023, is projected to surpass $1.8 trillion by 2035. While Hong Kong trails, its recent Policy Address aligns with these efforts. Quentin Parker urges swift collaboration, leveraging HK’s financial, legal, and academic strengths for high-value ventures.
