(China Daily) A modern city like Hong Kong needs to drill down on granular detail
August 20, 2025
Hong Kong’s ambition to become a leading smart city is hindered by the absence of a chief data officer to oversee data strategies, inadequate legislation for data sharing, and low public engagement in data-driven initiatives. The article emphasizes the need for a centralized data authority, robust legal frameworks to facilitate secure data exchange, and improved public data literacy to ensure effective smart-city development. By addressing these gaps—through appointing a data officer, enacting supportive laws, and fostering community involvement—Hong Kong can enhance its urban management, optimize resources, and achieve sustainable growth, aligning with global smart-city standards.
