15th Five-Year Plan a heavenly opportunity for HK’s space ventures
China’s upcoming 15th Five-Year Plan (2026-2030) offers Hong Kong a major opportunity to become a global leader in the NewSpace sector. The plan accelerates deep-space exploration, satellite infrastructure, commercial space industrialization, and international collaboration, building on successes like the Chang’e lunar missions and Tiangong space station.
Hong Kong can leverage its universities’ expertise in payloads, AI, and miniaturization, as well as strengths in finance, logistics, and innovation hubs. Recommended focuses include small satellites, space debris management, and sustainability.
To seize this “heavenly” chance, Hong Kong must establish a dedicated Space Office, bridge talent and regulatory gaps, and integrate with the Greater Bay Area.
